ELKHART, Indiana — Three aging industrial centers in Elkhart could be getting a large injection of funds.
The areas — one southwest of the city along State Road 19, one downtown and the other east of the city along Middlebury Street — are the backbone of investment for the city, says Crystal Welsh, Elkhart's director of development services. She says the industrial centers, in operation for decades, need improvements to keep developers interested in continuing to invest in the areas.
To that end, the city is looking at setting up a Community Revitalization Enhancement District, or CRED, to capture state tax revenue for future improvements in the three areas. The CRED would operate much like a tax increment finance district, only instead of capturing local property tax dollars, the district would capture state tax dollars.
