PRVCA Touts Statehouse Victories for RV/Camping Industry

The Pennsylvania Recreation Vehicle & Camping Association (PRVCA) released its 2019 annual report Tuesday. The report highlights the association’s key activities, accomplishments and ongoing initiatives during the past year. Among its 2019 accomplishments, PRVCA assisted in the passing of key state legislation benefiting the Pennsylvania RV and camping industry.

PRVCA closely monitors legislative and regulatory activity in Pennsylvania, PRVCA Executive Director Heather Leach said.

2019 Legislative Victories

“In 2019, two new acts went into effect that benefit the industry,” Leach said. “Pennsylvania now has an amendment to the Board of Vehicles Act designated solely for recreational vehicles. For consumers, Pennsylvania amended the vehicle code to include a specific classification for recreational vehicles. As the 2020 legislation session progresses, PRVCA will continue to monitor bill activity and communicate any necessary action.”

Act 138 created a new amendment to the Pennsylvania Vehicle Code changing the requirements for combination weights for recreational trailers. It also added a new definition for a recreation cargo trailer. Act 138 took effect on Oct. 24, 2019.

Act 134 also took effect on October 24, 2019. This RV-specific legislation will help maintain competition and fair trade. It also protects consumers by regulating the relationship between RV dealers, manufacturers and suppliers.

Additionally, the association is monitoring other legislation scheduled for action in 2020, including:

  • Senate Bill 863: Would provide campground owners the same rights as a hotel owner to evict disruptive, destructive or delinquent tenants.
  • House Bill 1501: Would exclude pre-engineered and pre-assembled manufactured cabins from Pennsylvania Construction Code Act requirements.

Other bills the association is monitoring  include a minimum-wage increase, transportation funding and the consolidation of the Department of Transportation and the Pennsylvania Turnpike Commission.

The association’s annual report includes overviews of its work in increasing membership, participation in national events, promoting the industry and creating training opportunities.

The PRVCA is perhaps best known as the host organization of “America’s Largest RV Show” held each September in Hershey, Pennsylvania. PRVCA is a nonprofit corporation representing nearly 400 RV dealers, manufacturers, campgrounds, component part suppliers, lenders, insurance and service companies.
